. 9.1 Higher education As of the colonial period Texas was largely divided between 6 culture groups the Caddoan peoples occupied the area surrounding the entire length of the Red River Upon contact with Europeans they formed four collective confederacies known as the Natchitoches the Hasinai the Wichita & the Kadohadocho (Caddo) All four of them held some land in what is now Texas. Along the Gulf Coast region were the Atakapa tribes with at least one Coahuiltecan tribe (a culture group primarily from Northeast Mexico) a little further west on the Rio Grande Largely between the Rio Grande & Peco River were the Puebloan peoples part of an extensive civilization of tribes that lived in what are now the states of Texas New Mexico Colorado & Utah While the northern-most groups faced a cultural collapse due to a drought many of the southern tribes survive to the present North of the Pueblos were the Apachean tribes Although commonly referred to as one single nation they are actually a culture group. North of the Apacheans in the Northern Panhandle region were the Comanches; Sam Houston Equipment and animals In the 1870s white Democrats wrested power back in the state legislature from the biracial coalition at the end of Reconstruction in the early 20th century the legislature passed bills to impose poll taxes followed by white primaries; these measures effectively disfranchised most blacks poor whites and Mexican Americans in the 1890s 100,000 blacks voted in the state; by 1906 only 5,000 could vote. After Texas was readmitted to the Union on April 16 1870 Houston continued its growth Houston became a port of entry on July 16 1870 Its new charter drew up eight wards Many freed slaves opened businesses and worked under contracts the Freedmen's Bureau stopped abuse of the contracts in 1870 Many African Americans at the time were in unskilled labor Many former slaves legalized their marriages after the American Civil War White legislators insisted on segregated schools After white Democrats regained power in the state legislature in the late 1870s they began to pass laws to make voter registration more complicated with the effect of disfranchising African Americans the elections of 1876 were accompanied in many southern states with fraud and violence to suppress black voting As white Democrats secured their power they passed Jim Crow laws to establish and enforce legal segregation across the state.
